Biography
Samuel Rios is a student worker with the Office of Emergency Preparedness and Response and a student in the Homeland Security Studies program at the School of Professional Advancement. His work with OEPR supports emergency preparedness initiatives, operational planning, and large-scale event coordination across the university environment.
Prior to joining Tulane OEPR, Samuel served on the FEMA Region IV Youth Preparedness Council, where he represented Kentucky and collaborated on youth preparedness and resilience initiatives across the southeastern United States. He has also supported emergency management operations at national Scouting events, including the National Scout Jamboree and National Order of the Arrow Conference, assisting with logistics, planning, and incident coordination in large-scale operational settings.
In addition to his emergency management experience, Samuel holds leadership roles in aquatic safety and risk management operations in Louisville, Kentucky, where he led training programs, supervised emergency response operations, and managed safety initiatives for high-volume recreational facilities.
Samuel has completed multiple FEMA emergency management and incident command courses and is a member of the International Association of Emergency Managers. He plans to continue pursuing a career in emergency management focused on preparedness, coordination, and operational response.
